Huw Spencer

Policy Fellow and Research Associate

Career

Huw is a policy analyst and practitioner with interests in devolution, regional economic development and industrial policy. After starting his career as a researcher for an MEP, he spent four years at the Greater Manchester Combined Authority, working across childcare, children’s social care and adolescent mental health. He was the project manager for #Beewell – a pioneering wellbeing measurement and improvement framework for secondary schools in Greater Manchester run jointly between GMCA, The University of Manchester and the Anna Freud Centre.

Huw spent the last two years pursuing a Master in Public Policy at the Harvard Kennedy School as a Kennedy Scholar. While at Harvard, he worked on education policy for the Mayor of Providence and industrial decarbonization for Governor Gretchen Whitmer in the state of Michigan. He also worked as a researcher for Dani Rodrik, applying Professor Rodrik’s latest work around industrial policy to a UK context and co-chairing the Kennedy School’s inaugural Industrial Policy Study Group. He is now a Research Associate at the Reimagining the Economy program led by Dani Rodrik and Gordon Hanson. Huw holds a BA in modern languages from the University of Oxford.
